Karen Noonan is a global government affairs executive with over 25 years of experience creating transformational advocacy and lobbying strategies. With expertise in global regulatory policy, Karen propels organizations to high-profile thought leadership and a seat at the policymaking table.
Karen advocates for policies that foster the efficient, effective, and safe conduct of clinical research, engaging global regulators on clinical research and data protection and privacy issues. She has demonstrated success positively shaping policy across a diverse range of health-sector authorities and cross-sector regulatory bodies in the United States and abroad.
In addition to her work with Leavitt Partners, an HMA Company (LP), Karen is senior vice president of global regulatory policy for the Association of Clinical Research Organizations (ACRO). Leveraging her communications, analysis, and strategy skills for her work with LP and ACRO, she delivers comments on regulatory public consultations and results-focused recommendations. Prior to leading global regulatory policy, Karen worked in state-level legislative and regulatory policy, including multi-state advocacy campaigns.
Karen completed all but the dissertation portion of the political science doctorate program with the University of Washington. She has a master’s degree in political science and a bachelor’s degree in French from Western Washington University. She also earned a certificate of Executive Education on the European Union from the College of Europe.
