Salt Lake City, May 15, 2018 – Today, Leavitt Partners released “Data Challenges and Opportunities: Leveraging Data Analytics, Interoperability, and Artificial Intelligence to Improve Outcomes for State Health and Human Services.” The white paper examines current obstacles and efforts and discusses opportunities for state health and human services (HHS) enterprises to improve the health of the populations they serve via data analytics and interoperability.
The authors conducted interviews with state HHS officials in five states ¾ Utah, Oklahoma, Washington, Colorado, and Idaho ¾ to understand current challenges and potential solutions. Leavitt Partners selected interviewees in collaboration with IBM Watson Health, which also funded the paper. Collectively, the five states represent varying degrees of progress along the data and interoperability spectrum. Key takeaways include:
- Barriers to advancing data analytics and interoperability remain, including technological, governance, legal, and financial challenges.
- The states interviewed are engaged in a variety of efforts to address these challenges and leverage data analytics and interoperability to improve outcomes. Some of these solutions include: using an integrated data warehouse to conduct predictive analytics; creating templates to share data across disparate agencies; and providing consumers a user-friendly website to navigate a range of available community social services.
- Artificial intelligence solutions can incorporate unstructured data into their analyses, which would allow state HHS officials a significantly more complete view of their populations and potentially enable the development of more targeted interventions.
The state HHS enterprise encompasses a diverse range of divisions—from child and adult health to family services—and effectively sharing data can enable these divisions to work together. Solutions that allow the state HHS enterprise to address both the medical and nonmedical factors that influence an individual’s health and well-being may have the greatest potential to improve outcomes.
