Carolyn Kowalyk is a Manager at Leavitt Partners based in Washington, D.C. In this role, she supports client engagement while delivering policy research and analysis across federal health care programs for individual clients and alliances.
Prior to joining Leavitt Partners, Carolyn supported federal policy strategy at Healthsperien, guiding clients on Medicare, Medicaid, drug pricing, and digital health policy. She previously served as a Senior Policy Analyst on the congressional relations team at the National Council of Urban Indian Health, where she advanced federal advocacy on the 340B program and Federally Qualified Health Centers (FQHCs), as well as Native American health programs. Carolyn began her career through the Centers for Disease Control and Prevention’s (CDC) Public Health Associate Program, focusing on federal health policy impacting the Indian Health Service.
Carolyn earned her Master of Public Health in Health Policy and her bachelor’s degree in public health from The George Washington University.
