Advancing Digital Quality Reporting Using Regulated Endpoints

This brief explains how health care organizations can modernize quality reporting by using standardized, real‑time data connections that many systems already have in place. Leavitt Partners, an HMA company, facilitated discussions with the Digital Quality Implementers Community, NCQA, and several health systems to conduct a feasibility study. The findings suggest that nearly half of today’s priority quality measures may already be able to be reported using existing FHIR‑based APIs and USCDI v3 data—without needing extra manual work or complex data feeds. With just a small set of additional data elements, that coverage could rise to almost 80%. The authors recommend that CMS and ASTP work with providers and technology partners to test this approach in real-world settings. If the results hold, it would pave the way for clearer guidance, more consistent expectations across programs, and a smoother, more efficient transition to fully digital quality reporting.
